Durant la première Guerre Mondiale, le papier était rare. Une circulaire du 8 décembre 1916 a été émise où l'administration postale a décidé qu'elle emploierait dorénavant un "papier moins résistant que celui que ses fournisseurs lui ont livré jusqu'ici" pour les timbres-poste de petite et moyenne valeur. Ces timbres devaient être vendus en priorité en raison de "la difficulté de conservation qui en résultera".
Le papier G.C. a été utilisé notamment pour les timbres aux type Semeuse et Merson et pour les timbres fiscaux. Sur les marges supérieure et inférieure des feuilles était inscrit GC en lettres majuscule pour indiquer que le papier utilisé était de grande consommation.
